Farmer is a job. It unlocks at level 25 on the Kameoka Kyoto map. You open the briefcase, take Farmer, and drive field markers. Details sit in the Farmer job guide. The school car does not unlock Farmer. Buying a trainer does not skip level 25. Parking a school car in a rice field does not start a job.
Taxi and delivery still pay about 400,000 Yen per stop from the briefcase. That is how you fund a limited buy. Farmer is the later grind.
